Since you specifically told them to make sure not sand got in it, they should redo the part for free if they're a decent shop, especially since it's such a small, easy part to do. Buy a new one and give it to them to redo. With the baffles in there, the only way you'll get all the sand out is to find a chemical which will dissolve the sand. Hot tanking it will remove any grease that may be making it stick to the walls, but you'd still need to get it out from behind the baffles.
